1) No, you cannot take a break in the middle of a game.

2) No, you cannot stop the clock to take a picture or write down a position.

3) Yes, there is a set number of allowed breaks, which are only allowed between games.

4) No, unused delay time (any part of the 12 seconds you do not use) is not added to your total remaining time.

5.2 STOPPING THE CLOCK. A player stops both clocks, (a) to offer a concession, (b) to take an authorized break between games in the match, (c) to retrieve fallen dice, (d) to contest an opponent’s action, (e) to move after the opponent has picked up the dice in error, or (f) to summon the Director. -- http://www.chicagopoint.com/bgclockrules.html

2.2 TIME. Matches shall start promptly at the appointed times. Each player may take one 5 minute recess (between games) in a match not exceeding 13 points in length. The Director may permit additional recess time in longer or especially important matches. -- http://www.chicagopoint.com/usrules.html

Bronstein delay, invented by David Bronstein. When it becomes a player's turn to move, the clock waits for the delay period before starting to subtract from the player's remaining time. For example, if the delay is five seconds, the clock waits for five seconds before counting down. The time is not accumulated. If the player moves within the delay period, no time is subtracted from his remaining time. -- http://en.wikipedia.org/wiki/Time_control
