OK from what I've read here...

1) Anything goes at dinner break since there's no way to come close to monitoring anyone anyhow.

2) During a typical 5 min BR break, players shouldn't be discussing things that can help them play the rest of the match better.

I recall about a dozen years ago, that some WC level player was discussing match strats with his GF when her opp went to the bathroom. The stuff discussed certainly seemed likely to enhance her chances to win the match. The director severely warned them and told them both that they were very fortunate not to be expelled from the event.
