Regarding the ease of enforcement: I'd like to think that if getting extra help during a dinner break were prohibited by the rules, most players would try not to get such help.

I've always considered it against the rules to do so. I'm sure I must have lapsed, but if so I hope it's been unwittingly. I can say that I've never once consulted a book or a bot during a break.
