it's a third blind bet, by doubling the big blind before you get dealt a hand, you are effectively becoming the new big blind. It's not a very good play, but if stacks are deep enough in no limit, it can be very profitable.

It's basically a way of getting a tight table to loosen up as pots will be bigger with a straddle.
