And Neil Deutsch has to play Falafel again in the consolation -- Falafel's revenge? Sounds like a quirk in the brackets for them to meet early in the consolation bracket after meeting in the main.

This is a side effect of allowing re-entries. After losing to Neil, Falafel re-entered and won on his second try. It could have been worse -- Neil could conceivably have met Falafel again in round 2! As it was, both players lost in the third round, and met after winning a consolation match each. In a normal tournament bracket, it would be impossible for two players who are both WWLW to have met already, but Falafel's history was essentially erased when he re-entered.
