I'll get on that poll. I would be a good test case to see if using most of ones time is the same as playing painfully slow. I think there really is not that much of a difference between leaving 5 minutes and just seconds on the clock and those that really do play painfully slow in unclocked matches would easily time out if they were not to speed up for a clocked match.
