I like the 2 out of 3 but I think just having it be all 9 point matches is better thinking that the average time of a match will be shorter

True, but variance is lower with 11/11/5. If you really want to save time, play the 5 pointer first!

How long does it take to play a match, as a function of match length?

and also that the better player has a better chance to win.

I agree. I would guess that it's provable that best-of-3 N point matches favors the stronger player more than any other division of 3N points into three matches.
