Give it no credence if you want but the NFL reported that the play was indeed reviewed.
The referees weren't watching the game on television. The prop use was very quick. Perhaps instead of Bill's conspiracy explanation they just didn't see it? I agree it should have been a penalty.
From the article "The 11 penalties whistled on Arizona included a preposterous roughing the passer penalty on a play that wouldn't have been uncommon in touch football. That came on a drive that saw two personal foul penalties on the Cards, one of which gave the Steelers another chance to score from the goal line."
The play would not have been uncommon in touch but nonetheless it indeed is commonly called a foul in the NFL. And regarding the other foul; So what?!. It was a clear personal foul.
