OT sickening officiating

It didn't involve running into the punter -- certainly running into the punter is not post-possession. It involved two blockers at the line of scrimmage, like an offensive tackle and defensive lineman, during a punt play. As the play continued, the ball was away and in the air, the defensive player literally assaulted the offensive player. It was shown several times on tv. He was flagged for a personal foul. It was ruled a post-possession penalty with his team retaining possession where the punt was ultimately downed (inside the one) and they were then penalized for the personal foul -- normally fifteen yards but in this instance half the distance to the goal, about a foot.
The only possible explanation in my mind was the official ruled the play had ended before the penalty. However, I think this was very obviously not the case.
