Not quite. I think that Snowie's evaluation of the cubeful equity after a white dance is effectively a (Snowie) 2-ply evaluation since the third ply is the enumeration of the possible 1-6 plays. If you do a 2-ply eval after 13/7 13/12*, you'll see that Snowie thinks it is D/P. If you knew your opponent would pass after a dance, then 13/7 is the correct 6.
You can see from the 3-ply eval of the plays that Snowie knows that 13/7 wins much fewer games cubeless than 23/17. Which means it believes there is substantial equity coming from what it sees as an upcoming efficient double (ATS).
The plays switch order with the simplified cubeful equity calc because Snowie no longer considers it to be an efficient double (or pass) for money after the dance.
