What I do mean is that you think you've turned Jacoby off but that doesn't actually happen. My fuzzy memory tells me this issue came up on one of the forums at one time.

It came up once. You have to turn off Jacoby (Settings >> Options >> Cube >> Uncheck Use Jacoby Rule >> OK) then save your settings. (Settings >> Save settings). After this you close that instantiation of GNU and open a new one and now Jacoby will definitely be toggled off. I always double check if I'm doing something like this ... but it should be 100%.

Another note is ppl who think they're doing the rollouts I send them with Jacoby off. This is not happening nor do I want it to happen. I create the roll out file and roll out the plays 1 game to avoid such things. This attaches my settings to the file and there will be none of this -J schizzle.
