The Windows build is at http://www.gnubg.org/, in the center of the page (in the "News" section). Click on the link "exes archive (1.2Mb, timestamp 20070306)." That's the March 7, 2007 build. The Linux stuff is in the section below that. Once you've got it installed, you can verify the build date by checking Help->About gnubg, then clicking on "Build Info."
