Forfeiture / flag falling

I direct Othello tournaments. The rules specifically state the the director should make the call when the flag falls. I have done that numerous times. In fact the USOA rules mention that the clocks should be placed in a direction that faciliates the director seeing the clock and making the call.

The director called the time expiration in Peoria last fall. I thought that the director in a Chess tournament is allowed to make the call as well. I am willing to be corrected about this since I am not certain. I could check it in my USCF rulebook if I can find it.
