Forfeiture / flag falling

Do you mean once a player has noted that the opponent's flag has fallen, he or she calls the director to confirm it before they declare the winner? I'm not sure what you mean by what you said, though with reference to the quoted rule maybe you mean if the director walks by and sees a fallen flag, he or she should always call it? If that is what you meant, I entirely agree, since to call it sometimes and not others could easily be interpreted as favoritism whether that was the intent or not. And maybe the rule needs to be changed to what you say, that if the director observes a fallen flag they are obliged to point it out, for that reason and for consistency.

Kibs could then discreetly summon the director if they see that a player has timed out. I agree with others here who have said the kibs must not be permitted to call it themselves.
