This is silly. The rules are clear on this.
5.3 TIME EXPIRATION. A player who exhausts his reserve time before he can validly claim the match is declared the loser.
Your time runs out you ARE the loser. The rules don't say "you are the winner if you notice that your opponent has run out of time". There is no responsibility placed on either player to do something. The loss is immediate and triggered by the out-of-time event itself. So any continuation of the match is a waste of time. No, a kibbitzer should keep his mouth shut just in case he doesn't understand something, but I think anyone noticing the situation should go tell the director who will certainly come by and terminate the match.
This is not much different than two players playing an 11 point match when the draw sheet says match is to 9 points. Rules are that first one to have hit 9 is the winner. The match was over at that moment whether anyone realized it or not. Doesn't matter what happened after that. Anything played after someone hit 9 was wasted time. (And anyone noticing two players doing this should tell the director too.)
The GTII clock has the good feature that it indicates with the LED which player's clock first ran out of time in case nobody noticed and both clocks expired. This way everyone knows who lost for sure.
