I don't think it should matter. His flag fell in the first place because he couldn't decide on that choice quick enough. His lack of skill cost him the match and he does not deserve the time it takes for the TD to arrive to figure it out. And this is a play that some would get wrong, especially if under big time pressure.
On a related note I don't like rule 5.1 "5.1 CONCEDING, ENDING A GAME. Prior to rolling the dice a player may concede a single game, gammon or backgammon by stopping both clocks and stating the offer. To accept the offer the opponent says, “Accept,” records the score, and resets the board. To reject the offer the opponent says, “Reject,” and, if necessary, summons the Director to adjudicate. The Director will require the opponent to accept the offer when no outcome more favorable for him can occur; otherwise, the Director deems the offer invalid and restarts the player’s clock. After bearing off his last checker, a player stops both clocks and resets the board."
Suppose a player is gin to get off the gammon but must play it correctly so that gaps are properly filled. The player might not realize this at all and concede a single loss. Instead of saying to just roll it out the opponent must have the TD come over to adjudicate. And what does the TD do then? If the TD says no gammon then the player is not given a chance to make a checker play error which happens sometimes. In an open ABT match last year I had a player who was gin to avoid the gammon get gammoned by a checker play error. So that is not good. But the TD saying "the gammon is not possible" is no good either. The player, who very well might have honestly not seen the checker play subtlety and also thought the gammon was saved even with careless play now knows that something is up. Also the TD fetching also gave a minute or two for the person to think "why did he not just accept my no gammon concession, it seems obvious to me, am I missing something?"
