Choosing between 24/28 and 24/22, 13/9 reasoning that fours are good for him, 13/9 starts a good blocking point and duplicates those fours, which also brings contact in a losing race which is a goal. Not sure and bet I'd play one on one day and the other on another day...I vote BOTH!
