"If you are very low on time but in a position where you cannot lose by reasonable play and virtually the only way to lose is on time, you may claim a draw by insufficient winning chances, provided you haven't flagged yet."

This is surprising to me. So you could claim the draw even if the opponent has enough material to mate? What does reasonable play mean? Also is two nights and a king vs. king considered mating material? The win cannot be forced but a mate is possible against poor play.
