While I think that nobody should run out of time in a gin position since the plays should be mindless, there are certainly situations where it could happen. Perhaps 20 consecutive rolls of cocked dice. Perhaps a player with a disability who just can't complete the play on time. A spilled drink? So I think all factors should be taken into consideration. And if all evidence suggests that the player was just being mindless and spent 10 seconds thinking on a play with an equity difference in the fifth decimal place, then that should be a factor.
But most of all, if the position is truly gin, the player not running out of time should concede the game, even if 1 second is left on the clock. And if he does not, that is bad sportsmanship. We can't have a situation where the director rewards the player demonstrating bad sportsmanship.
So I am with Pat. While the rules as written do not require these considerations to be taken into account, I believe that they should be. "No set of rules should deprive the Director of his freedom of judgment or prevent him from finding the solution dictated by fairness and compatible with the circumstances of a particular case."
