Forfeiture / flag falling

I think that even if the match is officially over when a player or TD claims it's still obviously illegal to just ignore the TC. The fact that a player can choose not to claim doesn't make it less illegal. We could also unofficially agree to play with the Simborg rule but that wouldn't be any more legal.

Also, a player has an extremely strong incentive to not flag if a kib can point it out to a TD who then rules that the player loses the match.
