I agree completely.

I belong to the Phil Simborg school of thought that the rules SHOULD attempt to codify every situation that can occur and how they are to be dealt with. The rules of backgammon are a joke to be honest. Could you imagine baseball being played with such rules, where each umpire gets to make up the rules for situations not covered as they choose, lest they be deprived of their judgment? Directors should never make rules on the spot. They should simply cite existing rules to justify decisions. But getting rules rewritten in a major way is like trying to get legislation past a filibuster in the US Senate.

Guidelines like these may provoke discussion, but is something that Patrick as a director can obtain some reasonable consensus and then simply publish and hand out, and other directors can embrace if they choose, and hopefully such a thing gains wide acceptance. No constitutional convention required.
