That's not really a stacking play, it leaves a smooth position. 24/21 13/9 looks anti-thematic and dangerous. 24/21 alone may be ok (like in, say, 3-2 : 24/21 13/11) but the loose blot is too much ; it will be difficult to use it from the bar.
