Sometimes...

I was on a flight where they didn't have enough volunteers. They were offering vouchers for $500. If they didn't get enough volunteers, they said, the flight would be grounded and would not take off. Presumably people would not get vouchers at that point.

Seemed like a bad business plan to me, in any case.
