Do you consider slow play to be "inappropriate"

Granted. However, I've yet to see an unclocked match played with one set of dice or a clocked match played with two sets.

Patrick Gibson's suggestion of using two sets when one of the players has dexterity problems certainly has merit.

I have seen tournament matches run as long as 4-5-6 and even 7 hours. That is impossible to absorb within a normal weekend tournament schedule and ruins the fun of the game for the vast majority of players -- both the opponents of the delinquent and all the others players waiting ridiculous times because all of his/her subsequent matches are backed up. You find situations like Richard Munitz experienced in the New York Metro Tourney this year where he was playing till 2-3 am every night and never once went home (he lived in the area) during a four day tournament. Something has to give.
