If this is for money, I would not play the person any more. If in a tournament, I would quickly request a clock. If the tournament director refuses to add a clock on very slow players, I would not play in his tournament.

In a word, "yes" very slow play is inappropriate and rude as well as unfair. It is not fair to take that much time over the board...tournament play is not designed to allow this. It is bad for the game; not fun for the players and even worse for any spectators.

Soon we will see clocks at all events. I now have one downloaded on my iPhone that works beautifully.
