I agree that there are cases where the director should be allowed to permit the use of two sets of dice to help offset the physical limitations of a player (and thus also speed up the match to help reduce the likely delays to the tournament that such a player might tend to generate).

However, I believe that the rule in this case should be that after hitting one's clock, you may not lift your own dice until your opponent has either rolled his dice or doubled to indicate acceptance of your legal/illegal move.

Fast rolling would still be a risk, but it would be cut and dry to call. Your dice are down, my clock is still running.
