Unless we institute 'touch move' there isn't any way to play with one set of dice and no clock. There is no indicator for when I've completed my move.

Bill's comment is correct. Using a clock and one set of dice DOES eliminate fast rolling, any risk of disputes about premature roles, shaking while the other player is thinking, and disputes about the actual roll.

Only with clocks can a single set of dice to be used.
