This is your return on investment (ROI). However, the player is probably more interested in the expected gain in $. The ROI may be greater entering the round of 32, but the $ gain may still be larger entering the round of 16.

What is happening here is that you are ignoring the ROI of 0% on the $1,000 not invested in an entry fee. Entering the round of 16 puts this money to work in a profitable venture too, albeit at a lower ROI than the first $1,000.
