b/21 13/11(2) is the reflex play, and I'm having trouble finding compelling reasons to do something else. This play could run into problems with flexibility. Once the spare on the 8pt is gone, Blue's position is stripped in the outfield. He'll need to get the checker on the 23pt moving quickly or things could get awkward. This argues for getting that checker moving now, with bar/21 23/21, then either 8/6 or 6/4. But this approach isn't all that flexible either, and White has flexibility problems of his own. The checker on the 23pt still has some value, so I'd leave it put for now.
