That rule was for a contactless pips vs. rolls race. The contact and being on the bar makes things a lot more volatile than a normal race. For example the bad sequences for white (fanning) are worse than a 12 in a race, but the best rolls (hitting or big doubles) are better. This dispersion of good and bad is overall beneficial for the trailer.
