For money, if blue had the opening position, it would be right to slot. I think having the bar made makes the slot more urgent since it is harder to make points naturally with the eight stripped. If you are going to slot, you may as well cover and leave the blot on the bar instead of the five. I don't think the score changes this analysis.
This position or a similar position is in the book by Nack Ballard and Paul Weaver on the the 3-1 move in the opening. If anyone reading this forum hasn't bought the book yet, do so now. The book is required information for any serious player.
