this is more good natured, trying to bring the offenders back to social norms --- as well as contributing to a good cause. --- maybe $5 fine for repeatedly tossing the dice away, $25 for slamming a chair --- etc. the worse and more disruptive the act the bigger the contribution. baseball teams have kangaroo courts --- they give fines for lots of stuff (failing to get the runner over a base, not running out on a grounder, etc).
