I don't think the record of a match in progress should be available to either participant unless there is a dispute that can only be resolved by referring to the record.
What about this... if somebody records a match on paper, that information can NEVER be used to resolve any dispute. It's not really an unbiased record of what happened.
By contrast, a video recording is unbiased. I had a match in Vegas against Joe Russell where he thought I had misplaced a checker in a bearin. He asked me to look at my video recording... the video nicely (and fairly quickly) resolved the dispute, and everybody was happy.
