I think 18 & 4 is best. Hitting and making the 14 gives Neil lots of ways to put his useless 3rd checker on the ace to good use. Your 3-6-8 formation isn't all that convincing and your lack of builders to make new points might make it difficult or impossible to clear your outfield points safely. I also think 18 & 4 brings you closer to a doubling position than making the 14. After making the 18, you could also make the 9 but the 4 looks better to me in this position.
