OTB and GNU 4 ply eval

In Response To: 21 is easier to for donkeys to play on the opening roll (neilkaz)

OTB, it seemed clear to me that I had to hit to maximize G's and since after 9/6, Bill can strengthen his board while I limp home, often leaving some sort of shot(s) along the way.

Then while considering my 2, it seems that a cow must've flown by (I didn't see and naked ladies walking by so I can't use that excuse) as I became far too attached to my collection of random outside points and erred via a stupid 13/11 !

Never did I come close to seeing 4/2, inspite of making a similar switch very recently. I think 4/2 is best here as is only 1 blot and 11 shots and 29 rolls remake the 4 pt.

4 ply GNU eval provided, anyone interested is free to roll this out further. I posted it since I figured that I wouldn't be the only one to miss 4/2, esp. OTB.
