I think moving illegally should have some penalty. The current rule allows you to take a free shot. If it cost you 30 seconds, it probably would stop (or slow down) any unscrupulous behavior and would cause some people to be more careful.

Also, the penalty should be enforced whether or not you accept the misplay.
