You need estimate his chances of (partial) escapes and then allocate your checkers to most effectively diminish this chances. One particular method of escape are jokers and very often joker avoidance is what makes a move right. Here I would very much like to block 44 though I cannot this roll. I would like to close the four point but I cannot really hope to do this next turn.
What Blue can effectively do here is covering the outer board and putting one builder in direct range of the open 4, mainly hoping not to make the 4 but to make a point 5 or 6 apart from it which blocks entering checkers. 14/9 accomplishes this. Then, I like increasing the coverage and making a new builder for the 9 by playing 13/11.
