Another requirement should be that no USA player should be included by a voter unless the player collected a total of at least 15 (or maybe 20 or 25) ABT points in the past three (or four) years.

I was looking at the word "requirement" in the above comment. Perhaps I misunderstood your use of the word.

I actually agree with your assessment that there is a bias towards US players among US voters. However, I do not believe the problem is specific to US voters. In the 2007 voting, if I recall correctly, there were 7 ballots that did not list Neil Kazaross at all.
