Criteria for Giants in US and Overseas

I'm neither an accountant nor a lawyer. However, it seems to me that a not-for-profit national organization could set rules, standards, gather statistics, engage in education, marketing, media engagement, grass roots development for the game, while at the same time staying at arms length from the operations of individual tournaments. Tournaments could identify themselves as USBGF "conforming" events rather than "sanctioned" events. Meaning the USBGF does not endorse or otherwise take responsibility for the events in any way, but the event itself guarantees to conform to all of the rules and standards and report results to the body.
