This looks like a big pass to me.

Blue is completely stripped which will reduce white's risk when hitting loose (if white isn't lucky enough to point on blue's head), since blue rates to crack if he is lucky enough to enter.

Blue is leading which also points towards a pass.

Many of blues rolls will be more or less forced.

Blue has many dead checkers.
