There is another option (And possibly what you were suggesting). You can also go to Quad Core AMD based processors. 2.5ghz AMD's run about $200 each. Their internal caches are generally more limited but may still run GnuBG at blistering speeds. I have had serious overheating issues with AMD's over the years (not overclocked) so I have stuck with Intel. However I bet there are probably dual quad core AMD systems that can be built even at Dell.
