Not at all Chuck. Perhaps I was unclear. I in fact agree with your thought that only data of time measurements from actual matches can tell us what is a reasonable amount of time to budget. My post started in the first place because I have been digesting informal data based on my experiences, observations and reports and I am starting to question the status quo.

All I was attempting to say was that you can't take those data measurements with 2/12 controls in place and use them to justify that such controls are sufficient. If you want to see if a 2/12 control is sufficient, you need to gather data with a 2.5/12 or 3/12 setting and see how often people exceed what would have been the 2/12 allotment.

Remember when Domino's Pizza used to give free pizza if it was not delivered in 30 minutes? They were perfectly happy that 30 minutes was a reasonable amount of time based on the number of times they had a timeout and had to give free pizzas away. It was only when it became apparent that there were too many traffic accidents being caused by speeding/reckless delivery drivers that they abandoned this practice.

Anyway, UBK raises a valid question. What is the definition of a reasonable amount of time? Perhaps the amount of time within which 95% of all unclocked matches of the same length would finish within? The amount of time beyond which 20% of opponents polled after the match would say their opponent played unacceptably slowly? I don't know. And nobody knows without data. And you raise a valid point in that the proper time control must be a function of the tournament schedule: how many rounds must be completed in how much time. And that could vary between different tournament flights.

I would be in favor of a data gathering project in which people play clocked on a much looser time control and report their results along with the amount of time left on the clock. Only in this manner can we know whether any tighter time control is a reasonable truncation of the time-unconstrained distribution curve.
