Whoever keeps new records for ELO purposes needs to do slightly more work than originally envisioned

In Response To: ELO - losses V no-show (important distinction for maintaining records for ELO) (Rod)

Again, because losses and non-attendance are different for ELO and win-loss records, there MUST be additional notations made. The results must be "CERTIFIED" by the record keeper to be valid
