Regarding Snowie: It is accurate to say that errors near the end of a match tend to have a more negative impact since Snowies match favorite computation is based on the cumulative (MWC) difference between the 2 players. I recently wrote a post on that subject matter on this forum.
Gnubg (Which the player asked about) doesn't take the same approach. It takes the Cube error rate per move, the checker player eror rate per move, applies a weight to each one and then computes. This is done independently for each player.
I agree about not focussing on the ELO as much as the error rate. But I'll go one further. If you want to improve you game one should be concentrating on each error in particular and understanding why its an error (or not). Looking at ones ELO or final error rates doesn't improve ones game.
