It will probably go D/P in the near future after either play but I think making the 7 is a little better. Making the 7 forces White to give up the 6-pt with all 5s except 51 and gives you a dbl shot after 63,62, & 61. Making the 8(along with 12/10)forces White to break the 7 with all 6s except 65 & 62 and gives you a triple shot on White's 51, a double shot on 52, and single shots on 54 and 55. Covering the 8 gains on White's joker double but otherwise looks a little worse. I'd make the bar.
