Forget the vote for a second. Back when the once-defeated player had to beat the undefeated player twice, Patrick has generally announced prior to play (at the Calcutta) that he reserves the right if there is a time crunch on Sunday to play the finals as a single match, giving the undefeated player his 75% equity by virtue of starting with a 6-0 lead in the one match. That is what you were remembering. That is what Patrick said at the December LA tournament as he has probably said at every other tournament before that.
Independently from that speech, a proposal was made to eliminate that 75%/25% advantage of the undefeated player altogether, based upon the premise that on average it is more difficult to reach the finals of the once-defeated bracket than to reach the finals of the undefeated bracket. That it is therefore insult upon injury for that player to have to win twice. That the two finalists should in fact be treated as equals and play one normal finals match to determine the champion. That proposal received overwhelming support and Patrick decided to change to that format for future events.
