As far as which events to rate with, I would like to see:

Open Main Masters Any open event that allows for entry from all

Things I would prefer not see rated:

Doubles Intermediate / Advanced div. Beginners Any event that does not offer the opportunity for complete participation - i.e. early birds, events that start before the 'tournament' officially begins

But as for quickies and blitzes - yes absolutely. They are open to all entrants, and the ELO formula takes care of the match length. Obviously there is more skill in an 11pt match than a 2pt quickie, but that doesnt mean that the 2pt quickie is a skill free event - look at the winners of these, they are typically highly contested.

I have another 2cents if anyone else cares.
