Your calculation

8-1 (8 heads, 1 tails in 9 tosses) = 1.7578%

is not quite right because the tail cannot be in one of the last three tosses. So the result would be closer to 6/512 (which is < 1.5625%, but probably not quite correct either; Sam's result IS correct).
