Yes, the new player initially moves at an accelerated pace that phases out gradually until they reach 400 experience points. This is to allow them to initially move quickly to the right neighborhood of their true skill level and then gradually become less volatile. However, if I remember correctly, the opponent of the newbie wins or loses points as they normally would playing an experienced player of the same Elo as the newbie. The opponent gets no protection from the fact that the newbie may be initially rated 200 points over or under their true skill level.
