I completely agree with Adam about the side pools. Lower the main entries, enhance the sidepool options. Its possible to complicate it up quite a bit - to make it more fair, i.e. limiting which sidepools you can enter - but that might be a way to stagger it. Also distributing according to ABT dists. would make it work better too.

Example: main entry $50 +reg fee ($20?).

Side Pool A: $50 Side Pool B: $200 Side Pool C: $450

Only one can be entered. This, I think would work well in well attended tournaments - as the pools would have a roughly even distribution of players. Of course, there would be prizes from the main entries, which should be incentive enough for those just entering the main. You could perhaps even hide the 'who is in this pool' until the main draw is made too, to eliminate people not entering a pool because of who else is in it.
